Planning Monitoring and Reporting Consultant

• *Background:** UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Sudan’s 2026–2028 Strategic Note (SN) aims to ensure that women and girls experience greater peace, safety, and prosperity through targeted humanitarian response, meaningful participation in peace and security, inclusive economic growth and strengthened protection. Guided by four integrated Gender Equality Accelerators: Ending Violence Against Women and Girls; strengthening women’s leadership, access, and protection in humanitarian settings; advancing the Women, Peace and Security agenda; and promoting women’s economic empowerment within informal-sector value chains, the Country Office will deliver flexible, conflict-sensitive, and evidence-based programming adapted to Sudan’s volatile context. UN Women Sudan will strengthen partnerships at multiple levels including collaboration with the Ministry of Social Development, the Ministry of Justice, and transitional authorities to support the institutionalization of gender-sensitive protection and peace frameworks. Locally, partnerships with women-led organizations (WLOs) will scale up community-based initiatives such as Women’s Situation Rooms and Women’s Peace Committees, while providing safe spaces, psychosocial support, and legal assistance in high-risk regions like Darfur, Kordofan, and Blue Nile. The Country Office will also engage the private sector and microfinance institutions to create economic opportunities and expand financial access for displaced and rural women. Funding diversification will be pursued through participatory engagement with donors, government actors, WLOs, and civil society, while strengthening communications and coordination. The implementation of the 2026–2028 Strategic Note (SN) will be supported by strengthened coordination, inclusive targeting of young women and women with disabilities, and investments in institutional capacity, partnerships, risk management, staff well-being, and robust planning, monitoring and reporting systems to ensure effective, agile, and high-quality delivery of results. For the effective implementation of the Sudan office SN and monitoring and reporting on results, the UN Women country office is seeking to recruit a Planning, Monitoring, and Reporting (PMR) Officer. Under the direct supervision of the Country Representative , the PMR Officer will support the Country Office in planning for results by ensuring that donor and partner projects are aligned with and contribute to the Strategic Note (SN) and Annual Work Plans. The PMR Officer will also support the integration of monitoring and reporting into programme formulation and track progress against SN targets while facilitating the reporting of results to internal and external audiences.

• *Summary of Key Functions:
• *Facilitate and substantively contribute to Planning for Results in programme formulation
• Contribute to the preparation/review of strategic planning information (SN, AWP, etc.) and planning tools (DRF / OEEF, MERP etc.)
• Support Project managers and Responsible Parties (RPs) in the design of project proposals and initiatives related to the office's priority areas, especially on the development of Theories of change and result chains.
• Contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes.
• Provide technical support to project managers and partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys.
• Support the upload of approved partner selection files in PGAMS and follow up on approvals, technical and financial reporting, and finalization of partnership
• Ensure timely processing of donor and partner agreements in DAMS and PGAMS and maintain accurate records.
• *Contribute substantively to the monitoring and tracking of results and facilitate reporting on results.
• Draft and monitor the Country Office Monitoring, Evaluation, and Research Plan (MERP).
• Coordinate the development and monitor Project Quarterly Implementation Plans (QIPs)
• Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes.
• Monitor data from partners on a quarterly basis and provide substantive input to regular management briefs to inform decision making.
• Review Donor and RP progress and final reports and provide feedback to improve quality and timeliness of reporting.
