About the Role
Bubbleware Technology is seeking a GIS Developer to support a federal enterprise GIS modernization effort. This role will help design, build, and implement GIS capabilities in an AWS-based data environment, including enterprise geodatabase integration, spatial data processing, automated geocoding workflows, GIS dashboards/web mapping applications, and support for graph/link-analysis use cases. The ideal candidate is a hands-on GIS developer who is comfortable working across Esri technologies, web GIS applications, spatial data processing, cloud-hosted environments, and enterprise data systems. This is not just a map-making role. We are looking for someone who can build production-quality GIS tools and applications while working closely with architects, cloud engineers, analysts, and federal stakeholders.
Responsibilities
- Develop and support enterprise GIS capabilities in a cloud-hosted environment.
- Build and maintain GIS/web mapping applications, dashboards, spatial visualization tools, and map-based analytical interfaces.
- Develop automated spatial data processing workflows, including address geocoding, spatial enrichment, data conversion, and loading into enterprise geodatabases.
- Support integration of GIS components with relational databases, data warehouses, ETL/data pipelines, and cloud services.
- Work with senior GIS architecture support to implement approved enterprise GIS designs in pre-production and production environments.
- Assist with configuration and testing of Esri and related GIS components.
- Support development of scripts/tools for automated geocoding and spatial data creation.
- Help connect spatial data with graph/link-analysis use cases involving entities, events, relationships, and locations.
- Participate in stakeholder requirements discussions and translate business needs into GIS application features.
- Create and maintain technical documentation, including architecture notes, workflow documentation, deployment/configuration notes, and user-facing support materials.
- Support testing, troubleshooting, performance tuning, data validation, and production readiness activities.
- Collaborate with project managers, cloud engineers, data engineers, analysts, and client stakeholders.
This lines up with the RFQ’s work around enterprise GIS implementation, automated geocoding, graph data creation, GIS/web-GIS dashboards, and required GIS developer support throughout the project.
Required Qualifications
- 5+ years of professional GIS development experience.
- Hands-on experience with Esri/ArcGIS platform technologies, such as ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS, ArcGIS Pro, ArcGIS Online, Enterprise Geodatabase, ArcPy, or related Esri tooling.
- Experience developing GIS/web mapping applications using technologies such as:
- ArcGIS Maps SDK for JavaScript / ArcGIS API for JavaScript
- JavaScript / TypeScript
- HTML/CSS
- React, Angular, Vue, or similar front-end frameworks
- Experience with spatial databases and geospatial data formats, such as:
- PostgreSQL/PostGIS
- SQL Server spatial
- enterprise geodatabases
- shapefiles, GeoJSON, feature services, REST services
- Strong scripting experience with Python, especially for geoprocessing, automation, data conversion, or ETL-style workflows.
- Experience designing or supporting automated geocoding, address standardization, spatial matching, or spatial enrichment workflows.
- Solid SQL skills and experience working with large datasets.
- Ability to write clear technical documentation.
- Strong troubleshooting skills and ability to work independently in a remote environment.
Preferred Qualifications
- Experience supporting federal government, public sector, healthcare, insurance, fraud/waste/abuse, audit, or investigative data environments.
- Experience with AWS services such as EC2, S3, RDS, Redshift, Lambda, Glue, IAM, CloudFormation, or related cloud infrastructure.
- Experience with Infrastructure as Code concepts or tools such as Terraform, CloudFormation, or AWS CDK.
- Experience with large-scale geocoding or spatial processing involving millions of records or more.
- Experience with ETL/data pipeline tools such as DataStage, AWS Glue, Databricks, Airflow, or similar.
- Familiarity with graph databases or link-analysis tools, such as Amazon Neptune, Neo4j, ArcGIS Knowledge, Linkurious, or similar.
- Experience building analytical dashboards with maps, charts, filters, and drill-down workflows.
- Experience working in environments with security, privacy, CUI, HIPAA, FISMA, NIST, or ATO-related requirements. The RFQ includes security and authorization requirements for IT systems handling government information, so this background would be useful.
- Experience with CI/CD, Git, automated testing, and deployment pipelines.
- ArcGIS, AWS, or security-related certifications.

Certifications are helpful but not required; equivalent hands-on experience will be strongly considered. What Success Looks Like A successful GIS Developer in this role will be able to:
- turn architecture and business requirements into working GIS capabilities;
- build reliable spatial data workflows, not just one-off scripts;
- develop usable web GIS dashboards and map-based analysis tools;
- work comfortably with enterprise data, cloud infrastructure, and security constraints;
- communicate clearly with technical and non-technical stakeholders;
- document what was built so it can be maintained after delivery.
